Action: changed name from "Penstemon palmeri var. palmeri" to "Penstemon spectabilis "

    Reviewer's comments:
"The three plants, 6212 3041 0635 0070, 6212 3041 0635 0072 and 6212 3041 0635 0073, are apparently Penstemon spectabilis Thurber. The blue lips, whitish interior resemble P. spectabilis closely, but clearly indicate that this plant is not P. palmeri. P. palmeri has a hairy, exserted staminode, the corolla is whitish to pink throughout with definite lines and the corolla is more dramatically expanded.
