Action: changed name from "Allium tribracteatum" to "Allium obtusatum var. obtusatum "

Reviewer's comments:

"Glacier Point is well outside the known geographic range of A. tribractatum, which is centered north in the Tuolumne and Stanislaus River areas. The photo is not sufficient for an unequivocal determination. A. obtusatum is the cSNH vernal onion of dry open sites, hence the photo is probably of this taxon"
