    Action: changed name from "Buteo regalis" to "Buteo jamaicensis "

    Reviewer's comments:
         "This is an admittedly unusually light adult Red-tailed Hawk. I would even call it a leucistic plumage, which is likely a genitically-casued mistake. It wou'd throw the best birder. I make the Redtail call on the basis of: the face (Ferrug has a prominent yellow corner 'lip' of the mouth that sits just under and behind the eye); the patagial mark (this dark mark on the leading edge of the underwing is a Redtail signature but occasionally shows on darkly-plumaged Ferrugs, which this individual is not); and the lack of feathering on the lower tarsus (among US buteos, only Ferrug and Roughlegs have feathering to the top of the feet.)"
